You've got things entirely backwards im afraid.

A) How will forcing landlords out of the rental market through taxation make prices fall. It will just make them either move out of the rental market, constraining supply and pushing prices up, and those that stay in the market will pass on taxes to tenants, pushing prices up.

B) It isn't the construction of expensive houses that pushes prices up, it is the overall low level of construction of all houses that pushes all houses up. There's a reason why a 1 bedroom in woodlands road is double the price of a 1 bed in rutherglen. Higher demand. If we increase the supply of houses in areas of high demand (e.g. £1m flats in partick) that will help to push down prices.

Honestly don't understand how you can think that building less houses will lead to lower prices
