Nah deliberately holding traffic back with no intentions to let faster road users past is very arrogant. They're literally the only slow moving traffic on the road who don't allow for over takes most of the time. Just because you can doesn't mean you should. If you're hit by a car because you're traveling at 10mph on a 40 when a cycle lane has been built to prevent this then the police should and I think they now do consider this a factor against cyclists as then it's a bad decision on the cyclist who took the more risky option. Why should millions be spent on cyclists for them to be like "yeah I'm not using that because I don't have to".
