I get where he's coming from tbh. My mate's dad was hit by a car whilst cycling and was badly injured and I reckon he's going to put in a claim which I reckon is the right thing to do. That driver has insurance that'll cover those costs.

If a cyclist ploughs into a car or a pedestrian and the cyclist is at fault and damages the car or the pedestrian, whats the recourse there if the cyclist is in no financial position to pay for any damages?

All road users should have some form of insurance. Cyclists are humans that can also make mistakes just like drivers. Albeit, they will always be causing less damage as they aren't towing 2 tons of metal, but getting hit by a careless cyclist can happen.
