Zero consequences for the cyclist? No.

Consider the fact the cyclist may be skint, with no insurance as cyclists don't need it, lets say the pedestrian's leg is broke and they're a trade worker or a contract worker. They lose out on potentially thousands in earnings. What's the recourse there? Civil action against someone that even if they are ruled to pay, can't reimburse the victim for lost wages.

When you consider how many cars are on the road, the amount of accidents are fairly rare as well.

I don't get how people can't see how this could be an issue considering cyclists don't need to take a test or have any insurance to use their bikes on the road.

And aye, I know the chances of it happening are statistically rare, but it happens.

Have a look at that. So lets say the back of that guy's car is dented and needs to repair and the cyclist has no money to pay him, which these days is probably quite common considering disposable income is rapidly evaporating. Is that guy just shit out of luck and has to pay himself?
