As you suggest look at other types of places, 19th c tenements are very overpriced and frankly falling to bits, needing major major repairs in a lot of cases. We managed to get 1950s ex GHA place in thst area for less than the absolute crazy rates a couple of years ago. We made an immediate offer of something like 12% over HR and they took it off the market. Still high but at least not 20% over.
There are a some decent mid to late 20th c flats and around, keep checking. Try to get them to accept an offer without going to closing date. Look for sellers looking for a quick sale, eg their gran has gone in a home and they're selling up to cover the fees.
