Poor/cheaper materials, designed to fail quickly. Repeat contracts.

The source of this theory: anecdotal memories of growing up in Glasgow and never seeing roads fail this miserably, so quickly, as has been the case in recent times - with newly laid intersections or repairs lasting a few months to a year before showing damage.

Happy to be proven wrong by facts and data though.
