It is there problem! I'd contact Shelter UK and tell them you are having this issue and the landlord is not taking any action. They'll give you the applicable laws to use messaging and what action you can take. You are paying them money for a habitable flat and if it is not habitable then they are legally required to provide alternative accomodation until it is.
