It's one difference, however on the way out of winter there is definitely that same element of freeze/thaw/freeze - can be glorious one day and then snow 3ft the next. They don't even clear the roads - winter tires are mandatory and they put down this extremely heavy grit that gets embedded in the compacted ice. They do not melt the sheet with salt. It's just altogether handled differently, but the surfaces of the road are, generally speaking, much better - a solid blanket of smooth surface, not at all like our patchwork quilt of bits of road in various degrees of degradation. I'm sure there's more to it, but nevertheless..
