I called the council for a needle uplift, they came the next day couldn't find the location I described to them.

They called me to get details of exactly where it was, I went out to meet them and walked them round, in that time the guys explained since last year (2021) (this was summer of 2022) the coverage for the city centre has reduced from two bulk uplift vans with a crew of three in each to a single van with a crew of two expected to do the same workload.

Clearly unachievable targets it's a case of the guys at the (literal and figurative) sharp end prioritising the worst and most urgent jobs.
That's one example, scale that up through the entire council area and you get an idea of the shortfalls facing staff due to cuts made by the powers that be.

Resulting in measures that were once temporary stop-gaps to plug shortfall in resources becoming normal now.
