Honestly, the writing was on the wall a few years back when GCC decided that the best strategy was to get rid of lots of bins to replace them with fewer, bigger bins. You can see this appealing to the council accounting department, same capacity of rubbish being catered for but with less need to empty, but in practice it just means that bins are never handy.

As your linked article says, while it might be a good idea to change people's behaviour, sometimes we need to adapt to the behaviour and not the other way round.
