Best advice is to look online (Instagram probably your best bet) for local tattoo artists and see who you like best.
For a small, simple design you probably won't go wrong with any popular / well reviewd artist. My last two (and next one booked in) were by Emma at Anvil Tattoo in Rutherglen. The one previous was done at Black Abbey.
