It is mate. If you're in a lane with parked cars coming up and need to merge into a free lane, you need to wait until its safe to do so. Even for cyclists. Squeezing in a gap between a bus and parked cars instead of slowing to merge into a free lane is fucking stupid from the cyclist. It'd be stupid if any vehicle did this also.
