| Comment | That could be got around, in a quite heavy-handed way - auctioning of start times for employers (+schools/colleges/unis?). For example, for every employee you want to start at 09:00 on a Monday, you put a bid in, for a finite number of permits. Once they're all taken, open the bidding for 08:59:59 and 09:00:01.
No idea how it could be enforced though. |
