Comment | Essentially, I was trying to say that businesses that keep "normal" office hours are the ones contributing to congestion, and they should therefore pay more for the privilege; the auction thing was a half-arsed way of implementing it.
More sensible suggestion? - congestion charging that's timed - so if you want to drive in the city centre between 0800-0900 or 1700-1800 for example, it's a more expensive permit than one that's valid outside those times. |
