I know you're maybe joking but wouldn't want anyone to be put off handing in found property.

The finder gets a receipt that is copied in triplicate with carbon paper, a copy stays in a ledger book that can't be tampered with and one goes with the property to the custodiers at lost and found.

If the owner has reported it lost the custodiers then match up their loss report with the found report and reunite the owner with the property.

If the owner doesn't claim within 2 months the finder has a month to go back and take ownership. If the finder doesn't then it goes to auction.
