Comment	Most car speedometers read a little fast, so what's showing as 40mph could be 37 or 38. Between that and the leeway on tickets, there can be \~10mph difference between vehicles. Plus a surprising amount of people don't understand the concept of an average, and slow down for the cameras whilst speeding in between.
