I know someone who was a landlord for some flats in Govan that the council wanted to buy, and the biggest stumbling block was really that the tenants didn't want to move out, and you actually can't force them if they've been there long enough.
There were instances, though, where landlords were trying to push the council because they knew that politically they really wanted them bought and gone. |
