Don't worry about that - the law is very clear about this. If she hasn't protected your deposit, which I suspect is true, then she's in breach of her duties as a landlord and the Tribunal will almost certainly rule in your favour.
In any case, fuck her. She's probably gotten away with pulling this sort of shit multiple times in the past, and you're more than within your rights to stand up for yourself. I'm local too, but people like this are leeches, and they totally deserve to get the book thrown at them.
