Thank you for this - I did email the councillors/council asking if I could plant flowers but they said the area was marked with the factor as maintained grasslands so wouldn't be able to. Its just frustrating as I feel like its quite normalised on the street, whereas I'm quite new to the area so I'm a bit like what the fuck?
