It is not an incinerator. It's the chimney for the boiler house.
If you were to walk round the corner to the bit behind the Tom Wheldon building, you'll see a couple of huge metal containers. One is for orange bags and the other is for general waste. The orange bags are all taken off site by a third party for incineration.
