Honestly it needs to be the companies that creates the litter in the first place that take ownership. Most of it ends up in landfills or shipped off to another country to deal with. Very little of it is recycled. I think part of the reason we see so much more of it is because companies continue to produce so much more of it. Start taxing fastfood restaurants a clean up tax. Make it law that all supermarkets must accept any plastics they create back for disposal or better yet that nothing is wrapped in platsic in the first place.

Create more green spaces so that everyone can take pride in where they live and when they go to the countryside they don't treat it like they do where they live.

Plant more flowers all around the city, get rid of cars and create more pedestrian and cycle paths. Make the city a place for people rather than just cars.

Start teaching tidying up in schools. While not everything from other places is great there is a thing in Japan where the school kids have to tidy their own classrooms.

There are loads of things that can be done but the politicians will need to be pushed because they'll do fuck all themselves.
