so when i was growing up, they were a cleaner in the high schools. with a lot of students, there was this idea of "well **someone** is **always** going to be there to clean up after me so why do it myself?" i think a lot of it is based on a sense of entitlement. there's always going to be someone beneath you on the social/financial ladder to clean up after you.

personally, the "community enforcement officers" who walk around city center should have the power to fine litterers £10 and if they try to wriggle out of it, it gets bumped up to £50. but i'm the person who also thinks parking fines should be based on income, parking offence committed and the value of the car it's committed in. fines are only fines for poor people under the current system.
