Well done for taking the initiative! We've been working on our communal back garden for a couple of years now. Here's what I learned:

- get other people involved. If you don't already know your neighbours, chap their door, introduce yourself, and explain what you want to do. Try and get a Whatsapp group going. Similarly if your next door neighbours use their gardens, talk to them! You will find like-minded people who will want to help, and that will also help with the rubbish.

- make use of Glasgow Tool Library. You can borrow a strimmer, a mower, loppers, etc from there.

- do a sun map of your garden (write down where the sun is at different times of the day). This should tell you where you want to plant things and where you can put your bins/compost heap/table.

- once you've cleared the weeds, cover any bare soil areas with carpet or cardboard otherwise the weeds will come back. Try to focus on one section at a time when you plant things.

- get a table and chairs (Facebook marketplace and Gumtree are good for this). This will make a massive difference - you might find other people now use the garden too.
