1. It's a touristy place, and tourists bring money and pay additional tax. Keeping the place clean brings tourists, so it pays for itself.

2. Spanish minimum wage is substantially lower than the UK, so local administrations can afford more workers.

3. The recent Spanish governments have (broadly and simplistically) sought to preserve public services, as opposed to here where the past decade of Shitty Thatcherism has gouged money out of local authorities. GCC have slashed pretty much everything, it's not like they've been cutting money on this to spend more elsewhere.

4. It looks like you're in Catalonia, by far the richest and most prosperous area of Spain. We are in Glasgow, [one of the poorest areas of the UK](https://www.bbc.co.uk/news/uk-scotland-glasgow-west-42803881).

5. Sanitation is a massive priority anywhere hot, which in turn feeds into people's attitudes.
