I am from Spain. The reason why we have big bins shared between several buildings is because it can get very hot here, and that's bad for rubbish, and the smell can be terrible. In Barcelona (where I am from) if a summer night you approach a group of these bins before they are collected, the smell can be terrible. In Glasgow this problem doesn't exist because I guess temperatures are low enough to keep the rubbish from generating bacteria or whatever.

If you are just walking around, you are not supposed to throw your rubbish there, although of course you can. There are baskets everywhere where you can throw your stuff. They look like this:

Obviously this system requires rubbish to be collected every day, and this is more expensive for the council, and for some reason people in the UK is very against spending public money on stuff like this, so in Glasgow the rubbish is collected every 2 weeks.

Also, because those bins are in the street, they are in strategic places where the rubbish truck can easily go, and with an automated system, dispose them. They don't need to go inside the close or anything like that.

Also, streets are cleaned EVERY NIGHT. Every city or town has small vans like this which clean the streets: https://farm7.static.flickr.com/6211/6245998808_c2a4e7dedc_b.jpg

There's also people going around with high pressure water mixed with some cleaning products, and they go around quite a lot. It is quite annoying coming back home at night, drunk, and having to stop while they clean the streets.
