Basically that the ownership of the business is hidden behind multiple holding companies, and the council is unable to actually trace somebody who is responsible for payment of rates

So basically the landlord/subletter (who would be traceable) avoids paying the empty property rate, while maintaining artificial scarcity for the rest of their portfolio and keeping their rents high
