Yep it is. It ramped up during covid. I was in Union Street and drunks and prostitutes were everywhere, sometimes in full view of police who did nothing. I even saw a drunk guy run up to a police van with officers in it, banged on the side of the van hard and repeatedly, and they did nothing.
