I think what's happened is the volume of rainwater has overwhelmed the gutters or down pipes (possibly blocked) and the rainwater has overflowed onto flat / glazed areas where water doesn't normally pool. The waterproofing on the flat areas has failed and let the rainwater in. As others have said, when you get such a high volume of rain in a short time, you get water flowing into areas with weak protection. The old building isn't fit for purpose as a hospital and it may be more cost effective to build a new facility versus fighting a losing battle to keep the old place running. Like what happened with the Victoria.
