The close is owned by all the residents so really they should ask around first. Also it’s potentially a fire or paramedic issue in terms of being an obstacle. And it potentially increases the chances of a break-in if they’re visible. Then is there muddy tyres too?
I think asking your neighbours first would be a common courtesy at the very least
