It's dependent on lots of different factors, but primarily things like the type of accomodation you require, your current accomodation and whether you're overcrowded, your finances, your health, your personal circumstances i.e are you fleeing domestic violence or harrassment, do you need to be closer to family if you are ill or they are ill.

If you're a single person in a private let and you can afford it, even if it is extorionate, then you're going to struggle to get social accomodation.

And I don't know this persons personal circumstances, but social housing wasn't created to allow tenants from the private sector to seek cheaper housing in the social sector. Folk with the needs outlined above will always be given priority and thats the way it should be.
