No. Fundamentally the people in Glasgow are to blame. Even if the council provided no bins there should be no rubbish, people should take it home with them.

The one thing you absolutely can blame the council for is a total lack of any enforcement.

How much more are you willing to pay in Council Tax for all that?

I can't think of something the council can do directly as the whole of Scotland (hell, the UK) is covered in litter and it needs Holyrood /Westminster to act.

Often thought that low risk prisoners shouldn't be jailed, but put onto chain gangs (or something) and told to clean.

What **you** can do though, if you are motivated enough, is litter pick your own area. Yes, you should have to, but here we are. Maybe get friends/neighbours to help.
