The damp proofing can be anything from right at pavement level to about a foot up. Always a horizontal row spaced a foot or less apart.
Vertical rows... If they are many holes I have no idea. Scaff anchors are one or two per floor usually. Maybe something temporarily attached? I haven't personally seen that sort of thing.
