My first thought was WTF. And it's easy to think that reading the headline.

But.." He detailed how a struggle to recruit drivers - despite efforts to diversify the workforce - is the biggest issue in continuing with the night bus services". He's saying the night busses were cut as they don't have the staff (which is a different argument than they're not making money). He then suggests the bar staff become bus drivers so there's enough drivers to staff the busses.

I'm all for bringing the busses into public ownership and has had awful experiences with First Bus (had a driver square up to me once for getting on when it wasn't yet in service!), but I think the headline kind of takes what he's saying out of context.
