The problem is it's a service in the same way that McDonald's selling burgers or Vodafone selling phone contracts is a service.

No matter how essential it is to the end user, it will never be treated that way by a private business. It's unreasonable to expect that it would.

Moments like this crystalize this and show the situation for what it really is.

Considerations such as public safety, convenience, or support for the economic prosperity of the city itself, will never compete against the simple objective to deliver a profitable return. That's the reality and we need to recognize it and take steps to remedy the situation.
