I disagree with him having a point, buses run on roads and can be re-routed where there are roadworks. Trains and the subway can't take divert from their rails so if maintenance is required it needs lines closed to do so, night time is quietest and so that's been chosen.

Also, buses, especially electric ones, don't cause as much noise and vibration to people who are likely sleeping through the night.

Now, I'm not saying we shouldn't have better operating hours for trains and, especially, the subway, but he's comparing apples and oranges. Buses around the world operate more flexible routes and times than trains, trams and metros because that's what they are there for.
