Hacking and Patterson are THE worst factor.

However, this does not allow them to shirk their responsibilities. I don’t know if your neighbours are absent landlords, or just don’t give a fuck about their building, but essential repairs cannot be ignored.

Check your contract with H&P, but there should be something about essential repairs to preserve the structure of the property not requiring a consensus sign off.

This is not a disagreement between neighbours about what colour to paint the front door - if water starts coming in it will cause damage.

Please also remember, whilst a leak due to wear and tear or lack of maintenance is not covered by the block insurance, any damage to your property caused by the water ingress should be. So the insurers won’t pay to fix the gutter or roof because they are old/blocked, but if the water ruins your flat, you can claim.

If the repairs have been notified, but H&P have done nothing about it, the insurers may avoid any claim, because of a failure to prevent damage. I’d then be bringing a negligence claim against H&P under their own insurance.

Don’t let them fob you off - follow the steps in the Citizens Advice link. Keep a record of every email, phone call and conversation. Follow up every phone call with an email copying the factor in, that summarises the conversation and the next steps that were agreed. If it gets to a complaint level, this will make everything much easier. Phone regularly, and give them deadlines to respond by. If they don’t respond, call back. I’ve even turned up at my factors offices before - they really don’t like that, but it gets things moving.
