If communal work is required all property owners are legally obliged to pay their share. If some of the property owners are refusing to pay their share, this is a problem your factor should be addressing. If the factor is refusing to do so, raise an official complaint with them. If you cannot come to an agreement with your factor, contact the First Tier Tribunal for Housing and ask their advice.
