Vehicles should anticipate a pedestrian stepping out and be ready to stop but if both the pedestrians feet are on the pavement as the bus instantly approaches the lines then the bus has right of way. Zebra crossings are highly misunderstood to mean the pedestrian can walk out in front of a bus moving at 30mph and the bus has to magically stop on a dime. Not possible.
