The council's long-term transport strategy is that you drive **around** the city centre, rather than through it.

If your destination is inside the city centre, they want you to drive around until you get to the area you want, then pull in, rather than driving straight across the centre.

There's a big PDF somewhere on their website where they go into details about it. They call it the 'clock face'.
