Most of the bikes that the delivery guys use are called fat bikes and they more or less all seem to be illegal. Better cycling infrastructure is the obvious answer but until we get there many of the pathways and precincts are designated pedestrian and cycle zones at the moment. If you look carefully at the Sauchiehall Street Precinct right down to Buchanan Street you will see the signs stating this.

There definitely should be more emphasis on safety though as some cyclists go way too fast. The fat bikes can weight upwards of 30kg plus the rider weight so an impact at speed can cause serious injuries. An obvious solution is to introduce a speed limit of 10mph for example in shared use areas. More could also be done in Glasgow to confiscate the illegal bikes or order the owners to remove the throttles. Caught again and it's seized. In London the Met Police regularly have clamp downs on illegal bikes. Here they seem to do bugger all.
