That is usually true, however my GP surgery is the exception - they have the nicest NHS receptionists I have ever come across. They have to ask you what the issue is, so that they can triage, but they ask nicely - like 'could you tell me what the matter is, *if you don't mind'.*

It shouldn't be the exception - all you need is some basic understanding of customer service, but apparently the NHS doesn't usually bother with that.
