I’d say it’s fair to approach women in spaces for socialising. Bars, clubs, book signings, hobby groups etc.
If you’re in a non-social space and you happen to get chatting with someone organically- you can invite them to meet you in a social space and exchange numbers etc.
Women aren’t in supermarkets for your entertainment, we are busy. We aren’t in the library to meet men. We are busy.
