And as we know a) the definition of what gets a free vote changes all the time and b) Parliamentary conventions have had a significant recent history of being ignored when convenient. Remember that Iain Duncan Smith instituted a 3-line whip against adoption by unmarried couples, and William Hague did the same against repeal of Section 28, both comparable 'conscience' issues. |
