In principal yes, but don't we have a huge housing shortage? Obviously the medium and long term solutions are to get the huge list of asylum seekers down by improving the time it takes to do applications and building more homes but these aren't done overnight and in the mean time we need somewhere to house people applying for asylum. Not that I think a large barge made by some made of the Tory government is the best way to deal with the problem short term either.
