The entire purpose of the LEZ is to reduce and near-remove highly dangerous pollutants like nitrogen dioxide from the air in and around the city's surface streets.
Now, whether you want to go a step further and tackle pollution emitted by vehicles on urban motorway stretches is another question, and probably worthy of discussion and investigation in the near future.
But the LEZ is aimed at improving air quality on surface streets. The motorway not being included in the zone isn't really relevant. |
