Whatever you decide to do, you will not be able to redecorate the wall straight away.

Even if the paper comes off easily, there will be paste residue left in the surface which you cannot paint straight on to. You would need to either prime the wall with Zinsser Gardz first, or reline it properly, then repaint.

If there is a crappy wallpaper job on there already, chances are it has been done to hide an even worse wall, so you will likely need to repair whatever is behind the paper, before you paint.

The most cost effective way might be to get a professional in to remove the paper then redecorate - they will be able to deal with whatever surprise is hiding behind it. Prepare yourself for the possibility of replastering if the walls are really bad (tenements especially).

A good decorator would be around £150-200 labour per day (maybe a bit higher or a bit lower depending on area). A shite decorator that will do a bollocks job then disappear without finishing it will be cheaper.
