Absolutely. Had the same with my old upstairs neighbour. She'd come off her meds and was accusing me of breaking into her flat to steal her fags. She sat outside my door barking one day until I called the cops. There wasn't anything they could do but talk to her but eventually she got sectioned. It was hell for a few months but I kept calling the police.
