Yeah, which is why their statement about "some buses had as low ridership as 14 people per hour", sounds bad until you think there WAS only one bus per hour. So if the quietest they've had was filling half of one floor, that's genuinely hardly a lack of people.
Rather than further ruining it, they need to have MORE night buses, more frequently, and across a wider area.
