I think there's political will at council level, but as you say, critically no funding to act rapidly or independent of Scot Govt support.

The powers are there, or nearly there? I'm unclear. The latest I heard is the final powers on franchising & ownership from the Transport Scotland Act 2019 still need to be unlocked at Scottish Ministerial level, and may be later this year.

In any case, it'd take political will at national level to provide funding for it either speedy Franchising (tens of millions to set up) or full public ownership (likely hundreds of millions of £ to purchase the fleets and take on staff).
