That's the plan, money raised through fines will go to measures to improve air quality. Encouraging walking and cycling would do that.
I'd like to see some of it used to improve public transport, ideally something to rival FirstBus, cut those bastards profits so they fuck off, and we can have public transport that actually serves the public.
